Title over landing of shuttle.  Lecturer, Lynn Bondurant, tells what happened year before founding
USSR rocket launch of Sputnik 1 04Oct57.  Followed by stills; by footage of International Geophysical Year (IGY):  waves, computers, weather & environment, ice floes, storms.
2nd launch w/ dog Laika, first dog in space.
US Vanguard rocket & satellite; launch failure on 06Dec57.
T. Keith Glennon, first Administrator of NASA, talks of founding of NASA & Vanguard program already underway, as was the Army's Jupiter program.
Explorer I satellite.  More of Vanguard failure, explosion.
Army Ballistic Missile Agency, ABMA, Major General John Madaris & Wernher von Braun at Army Redstone Arsenal & launching of Jupiter C, Juno 1, at Cape Canaveral w/ Explorer 1 which discovered the Van Allen Belt.
Dr. Ernst Stuhlinger (worked w/ von Braun at Pennemunde) still & voice w/ accent describing launch of Explorer I.  Another launch.  Men on moon & returning. 
Launch of shuttle.  Description of fragmentation of various entities working and then combined into NASA described by Glennon as a cooperative effort to pass the Space Act; similar to the Atomic Act.  It was to be for benefit of all mankind but done as a civilian effort; bound though to pass along information to the military.
Narrator.
Glennon telling of Eisenhower not being a space cadet; saying it isn't necessary to break our necks and break the budget to get to the moon now.  Congress was pushing NASA though and trying to give more money than was asked for.
