This is it...genesis. This was the first standardized pedestrian signal design and first saw the light of day in 1938. This video shows this signal operating both in modern timing with the flashing clearance phase and in a simulation of how it would have operated when new. I don't actually know how much time was given between the 'WALK' going out and the vehicle signal turning yellow back when this was normal operating procedure but I'm guessing they gave them a bit of time to finish crossing. As a result, what you see here is just a guess.
