The council of an illegal Israeli settlement has billed Palestinians for a municipal tax known as 'Arnona' which is only paid by Israeli residents who live in areas run by the Israeli government. But Palestinian leaders say they won't pay, and are willing to take the issue as far as the International Criminal Court. Al Jazeera's Imtiaz Tyab reports from Hebron in the Occupied West Bank.
