Criminal leaders of Baltimore only know how to steal. The Charm City Circulator was originally funded by a parking tax (stealing money from people with cars). Now criminal Jack Young wants to charge $1 to ride the free bus. He wants to rob the people of more money in order to pay for a "service" that they are already being robbed to fund.
