Former Lincoln Heights village manager accused of stealing $67,200

LINCOLN HEIGHTS, Ohio (WKRC) - The former manager of Lincoln Heights is accused of stealing about $67,200 from the village. Rebecca Hopkins was indicted on charges of theft in office, unauthorized use of a credit card and tampering with records.

Ohio Auditor Dave Yost said Hopkins started making unauthorized credit card purchases with the village credit card in October of 2016. They allegedly continued through June 2018 and included several trips.

"To Pigeon Forge, Tennessee, to Key West and to New York City. There were purchases made at Amazon.com, at restaurants, to pay utility bills, cellular phone bills," Benjamin Marrison, the communication director for the Auditor of State's Office said.

Hopkins was also reimbursed nearly $6,000 in non-payroll checks that Yost said didn't have proper documentation.

Lincoln Heights officials and the Hamilton County Sheriff's Office asked Yost's office to investigate in June. It's a crime on the rise.

"For the past couple of years, the Auditor's Office has noticed that there's been an increasing number of abuse cases of government credit cards," Marrison said.

In 2017, Yost directed his staff to investigate what standards local governments had for controlling credit card use and how high the limit those cards had.

"[The office] discovered there weren't policies in place for what can be used, who can use them, what the limit could be for maxing out a credit card," Marrison said. "There were some that were over $5 million, that was the limit."
