The Human Rights Commission has inspected the Rahima Moosa Mother and Child Hospital in Coronationville.
9 babies died at the hospital during March and July following an outbreak of necrotising enterocolitis.
It is alleged overcrowding at the hospital and a staff shortage led to the spread of the bacteria.
