Both the Southern California Earthquake Data Center in Pasadena and State Sen. Alex Padilla, D-Pacoima, have proposed a statewide $70-million earthquake early warning system that could give up to a minute of advance notice of a major earthquake.  If approved, it will take up to two years to set up.
