Yes. It is. 

Rather, I implore everyone to believe that it is so, since to say that normative language is necessary is contradictory. I cannot non-normatively describe what normative language is, and even if I could, normativity implies possibility (rather than necessity). Therefore, any purported non-normative description of normativity would be but one of many other possible descriptions, none of which being any truer than the other.
