Although Russia, Iran and Turkey have agreed to establish a new Syrian constitution committee, the talks didn’t provide any other breakthrough. Syrian President Bashar al-Assad's government and the opposition have each submitted their nominees. But the main external players – Russia, Iran and Turkey – are haggling over the final 50 members.
