The U.S. Navy's Public Meeting for their DEIS for conducting Training off the Coast of Oregon and Washington State and the Impact on Marine Life. ____ Sea lions on the Columbia River consume less than 1% percent of the spring salmon run in 2013. The ODFW & NMFS permits sport and commercial fisheries in the river to harvest up to 17 percent of these same ESA Chinook salmon not counting the post mortality on catch and release on the river or mortality resulting as by-catch at sea.

In addition, salmon and steelhead returning to the Snake River must cross eight dams twice in their lifetime and these salmon and steelhead are cold water fish. Migrating eight dams twice makes it tough for baby salmon smolt that do not swim but need to be pushed towards their adult habitat the sea to be able to make it to the ocean in a timely manner. Born into fresh water the baby salmon's body changes into a cold saltwater loving fish where they can spend up to seven years of their lives at sea before returning to their natal streams and rivers to spawn and die.

Therefore, removing four lower dams on the Snake River will make it easier for salmon and steelhead to reach their adult habitat the sea quicker and with less thermal stress. Salmon and steelhead need ocean and Columbia/ Snake/ Willamette Rivers water temperatures below 68 *or cold water fish can easily succumb to diseases and die.

Moreover, NOAA has determined that there is a 20% conversion rate behind each Dam passage facility above the Bonneville Dam. The baby salmon get trapped in the warm slack water lakes created by the Dam's reservoirs.

Altogether, ODFW only invests 1% of their operating budget on habitat and 10 times that scapegoat, trapping and killing our beautiful, intelligent, social, and gregarious California sea lions on the Columbia River below the Bonneville Dam for merely being in their native home for five days and for consuming one fish in five years. ODFW's cruel and heinous actions have failed to increase populations of endangered salmon like ODFW investing into salmon habitat will. ODFW, BPA, US ACOE removing the man- made obstacles that stun, disorientate, and kill fish across Oregon, Washington and Idaho and toxic remediation of our water ways and improving the amount of water that the BPA spills over the dams will save and protect salmon that scapegoating and killing California sea lions below the Bonneville Dam will not.

In closing, if State and Federal Agencies will invest into cold water habitat restoration, adequate spill over the dams and improving fish passage by removing four lower dams on the Snake River will protect and increase populations of endangered salmon and steelhead that State and Federal agencies scapegoating and killing sea lions will not. Scapegoating and killing sea lions will not change the future for the salmon that need cold flowing water not warm slack water lakes.

Bust up the Dams! Bust them up!
When sea lions get to eat--- the whole ecosystem gets to eat.

We all deserve to eat.
We all deserve a safe place to sleep.
We all deserve a safe place that we can call home.
