Here is how you create a YouTube Channel Banner on the cheap ;). It is a way to create high quality banners without expensive programs - these programs serve a purpose for more advanced editing and it would be illogical to invest $300-$1,200 just to create a YouTube Banner. Beside, I have Photo Shop and took a 3 month class and I still can't do the simplest things with it...

The Director of my Son's school of music gave me authorization to create a banner for their YouTube Channel. Here is the process I used to create it. I think it came out pretty good. If you want to see it for real here is their YouTube Channel link:

I also show you a more complicated banner as I edit my Channel banner which is a photo. Same process, just a little more detail involved to stretch the photo to fit. You don't want any blank areas in your banner as that looks unprofessional.

Note that Picasa works on Windows 8.1 just fine - it just won't appear in the Start menu but can be used as a desktop icon. I just pin it to my Task Bar. 

Paint comes included in every version of Windows, including 8.1.
