Secret Packaging of contraband goods including food stuff and agricultural products has been ongoing in Mombasa for a long time with recent revelations only creating awareness about a problem that the government has left unchecked for quite sometime. Witness accounts by workers at the Kenya Ports Authority and even bag handlers working at Container Freight Stations also reveal that unscrupulous traders are secretly smuggling illicit sugar into the country using nondescript entry points as opposed to the main port in Kilindini.
