The French presidential office says that the country has strengthened border controls after the series of deadly attacks...rather than closing them as earlier reported. French President Francois Hollande has declared a state of emergency across the country. The decision came after an emergency cabinet meeting. Hollande said in a televised statement that all possible forces have been mobilized.
