This is a review of the HRL Technologies Lithium ion battery charger. The charger output 4.25 v  200 ma. There is also a usb input but I did not test that.  This product sells for a few dollars and is quite useful in charging the ubiquitous 3.7 v lithium ion batteries used in all sorts of devices. 
The instructions are confusing so the reviews for the product have not been too kind. The charger works in different ways so sometimes it seems to be plug and play and sometimes not. In the video I illustrated the two ways it would work.  As long as the center green led flashes, you know it is charging. I verified the output of the charger to be 4.25 volts so it does work.  There are different versions of this charger and the unit I have can be purchased from Amazon.
