All four channels of the Tektronix TDS3054C are shown set to DC coupling on the Rosemary Ainslie COP 17 heater circuit, and the RMS-to-DC-average spread at the load shunt is read off as 108.66 times. The second half covers temperature: an identical unpowered ceramic resistor sits inside the same enclosure as the load so that load temperature is compared against its own environment rather than room air. The 555 timer chip reads 25 C against a 19 C board, the power pot runs about 10 C above ambient, and the MOSFET stays at room temperature.
