The Chattanooga firefighter who was struck by a car has been upgraded from serious to fair condition. Officials say Lieutenant Larry Orear was directing traffic at a crash on East Brainerd Road when he was hit. The driver, Andrea L. Payne, says she didn’t see the firefighter. She has not been arrested. A grand jury will decide if charges should be brought against her.
