This beautiful—and very Italianate—piece is by the Piedmontese mandolinist, guitarist, and composer Ermenegildo Carosio (1866–1928). It seems to have been published around 1921, and is dedicated to his friend, the Turin-born illustrator and postcard designer Aurelio Bertiglia (1891–1973), who presumably designed the cover art showing a steam train arriving at a snowbound mountain station. I am not sure of the link between the 'return' and the 'hesitation' of the title—but the short, quiet central section of the piece is marked 'esitando'. One possible scenario (kindly supplied by the person who made available the score to me) is: “A train arrives (first it is in the distance: Andantino and pp), but it is late, very late because of the snow or snow storm (Hesitation). Maybe a beloved person returns with the train (Ritorna). Finally, the train is in the station (p.3, ff) and fades away (pp).”. The piece was published in various editions (mandoline, orchestra, vocal etc.), but if this piano version is an arrangement, it works very well.
