I used a 1" circle punch and four different scrap designs with a blue background.  
The ink I used is Stampin' Up Taken with Teal and attached the circles with tape runner.  I did try wet glue and it didn't work well as the circles moved a little and you could see the shiny glue beneath.  I also tried the Xyron, and the circles ended up on top of each other, so I had to use tape adhesive.  I made a banner that was about 3" long and 1 1/4" tall.  I ran the edges of the banner over the ink pad to make the ink on it and the card base more cohesive.  I used foam tape on the back of the banner to make it pop.  I made sure that the circles started and ended off the edge of the paper to make it more interesting to look at.  I flipped scrap paper over to the white side and cut it to fit the inside of the card so you can write a note inside.  The paper inside is 5" long by 3 3/4" high.  The card is 5 1/2" wide and 4 1/4" tall.  The sentiment "thinking of you" is from a retired Stampin' Up set called Greetings 4 You.
