I give my boys the general impression that there is no other way but to follow my instruction.. whether that's to stop, sit, lay down, or heel in public. Same goes in the house hold, even when I fall for their sucking up and adorableness, they know my final instruction is 'law' so to speak.

Command the attention of your dog in public and you'll have no issues walking him or her on or off the leash.
