I made this small scalable rain barrel to save on water usage in watering my plants, mostly flowers, as most cheap barrels are not food grade. My wife wanted something inconspicuous so I put the barrel in the back of the garage. The water can be siphoned out, pumped out or I can add a spigot to the bottom. My idea is to make it as simple as possible. Once I see how well it collects the rainwater, I'll decide how to drain the water. I'll have to make an overflow tube as well. The cost is minimal as I was using what I had lying around the house.
