Kampala Lord Mayor Erias Lukwago has called for the change in the constitution to allow local leaders to take oath of office in a language they understand. He was speaking in reference to Local Council One leaders being sworn into office, weeks after they were elected. Lukwago says subjecting them to reading and speaking in English which they do not comprehend, causes them embarrassment to the people they serve and does not take into consideration the legal implications. Also, Illiterates Protection Act says that people who cannot read or write are prohibited from taking oath in a language they do not understand.
