Auditor: Bob Due stole $793,127 from Covington

COVINGTON, Ky. (WKRC) -- Kentucky's auditor now says Bob Due stole at least $793,000 from the city of Covington. The 25-page audit finds the former finance director had complete control over the city's financial systems.Over the past five months, state auditors reviewed 66,000 checks written from 2001 through 2013. They say Due was wrote 68 checks to himself, his wife, his aunt and a vendor under his control. Kentucky auditor Adam Edelen says Due created two fake vendor names in the city's finance software. To write a check, he would enter payment information using one of the two fake vendors or one of three legitimate city vendors and change the vendor name in the system to himself, his wife, his aunt or a vendor he controlled. He would then go to the office after hours, print the checks, delete the check history from the printer to avoid detection, change the name in the system back to the original vendor and deposit the checks into personal accounts he controlled.Edelen says Due was able to get away with this because he had complete control over the city's finances. Due also acted as the IT administrator. That allowed him to process payments using other employee accounts. Edelen also says there also wasn't enough oversight. Simply stated, he had unfettered access to millions of tax payers dollars without a single person looking over his shoulders for more than a decade.  That this could happen in the state's fifth largest city and one that is a gateway to Kentucky for so many people is astounding and frankly inexcusable.Auditors also say that Due reorganized the finance department in 2012, to give the appearance that he had segregated duties. However, the audit found the staff wasn't trained well enough to detect any problems. Edelen says Covington Mayor Sherry Carran and other city leaders cooperated with auditors. He says they're taking steps to improve financial oversight. The city has sued to recover that $793,000.Bob Due is facing theft, abuse of public trust, unlawful access to a computer and criminal possession of a forged instrument charges. Due is currently in jail.  A judge revoked his bond, after he tried for a second time to commit suicide.You can read the entire audit HERE
