District service commissions blame lack of funds for poor performance

MPs on the appointments committee have promised to act on concerns of district service commissions for Mbale, Serere and Soroti. The district service commissions say their performance has been affected by the low funding which also encourages corruption. The chairpersons complained that there is no local revenue from the districts and their allowances which are between 50,000 to 100000 shillings, come late.
