Before the primative Otis elevators, there were man-powered elevators, pre-dating the electric control panels found even in those Victorian-era machines!
  The budget didn't allow for a full-fledged elevators we are used to, so they put these less-modern ones in instead.
   We look at both elevators, the back one first, which has a special street-level stop between both stories of the garage. On the other side, there's a scenic elevator, which goes directly between the first and second levels.
  The start of the garage construction was in the fall of 1985, ended late Spring in 1986. The garage was condemned a few months later for cracks in the upper deck. After fixing the cracks, and finding them to be non-structural, the upper deck was reopened, and has been fine ever since.
