by John Madewell Peter Murphy took a loss in his hope for a run-off against Yusuf Hakeem for the District 9 city council seat in Chattanooga.In a preliminary ruling, Chancellor Frank Brown III denied Murphy's motion to stop the Election Commission's declaration of Hakeem as the winner.This razor-thin race comes down to the write-in votes, particularly the two blank ones. Murphy wants them all counted, including the blank ones. Hakeem does not -- as the Hamilton County Election Commission decided. In today's hearing, Chancellor Brown agreed with the Commission.From the bench, Brown said, The court does not feel comfortable ordering the Hamilton County Election Commission to declare there to be a run-off.Little by little, Murphy's chances for a run-off against Yusuf Hakeem are fading.In the District 9 race, Hakeem (1,030) got six more votes than Murphy (1,024). The winner must get 50 percent plus one.In that race, there were seven write-in votes, including the two blank ones.Two other write-in votes were for council members in other districts.    Murphy wants all of them counted so Hakeem doesn't get the required number.But the judge cited  law that they shouldn't be counted. Brown said, It is what it is.
