Hidden costs have reportedly stifled the performance of the Universal Primary and Secondary Education programmes by the government. Addressing the nation during National Youth Day programmes, President Yoweri Museveni said the government had invested heavily in the programme, since their inception in 1997, but there was little good to show. The programme was developed to ensure more children enrolled in school.
