This is something you don't get to see everyday, unless you're in a big city: the birth of an elevator! At this point, the shaft is being built, with extra wide doors to fit everything they need (elevator car as well) inside. It's too small to be a staircase (there is a big shaft on the other side, which it'll be), and the questions are: what brand? and Holed, or Holeless (probably the later).
