Arcade1up Trackball Controller Glitch: High-Speed Stutter-Stepping

This is repeatable on my Arcade1up 12-in-1 Atari cabinet, and was noticeable in the live stream I recently did.
If you move the trackball at a high rate of speed, it will do fine for a few seconds, then it stops and stutter-steps the rest of the way, until you slow down.
While in most cases this will not be a problem, but there are high-speed games where this DOES become a problem, Quantum and Missile Command to name a couple. I chose Millipede as well just to see if I could replicate the issue there, and did.
