A judge says a Chattanooga detective didn’t make a single effort in alcohol treatment. Officer David Catchings Jr. was arrested on DUI charges in September. In January, he was arrested again on domestic assault charges. He was ordered to complete an alcohol treatment program and attend a support group. But on Monday Catchings told Judge Gary Starnes that his insurance program didn’t cover the costs. However, Alcoholics Anonymous is completely free.
